Police went to at 12.30am on November 22 after receiving reports that five men were seen fighting. A hatchback was spotted driving away as police arrived and officers called in support from aviation command to follow the car, police said. Police allege four of the men were in the hatchback and a fifth left the area on foot. The pursuit ended quickly, after the hatchback hit a power pole, and four men allegedly ran from the car. The 34-year-old constable was trying to arrest a 20-year-old man when he was stabbed in the chest, police said. The 20-year-old was charged with wounding a police officer executing duty (reckless as to actual bodily harm), wounding person with intent to cause grievous bodily harm, using an offensive weapon to prevent lawful detention, custody of a knife in a public place and assaulting a police officer in execution of duty without actual bodily harm. He was refused bail to appear in Blacktown Local Court on November 22. An 18-year-old and 21-year-old were also arrested and a crime scene has been established as the investigation continues. Police are searching for two other men spotted at the fight on Hill End Road. TARGET shoppers have been rushing to their nearest location for discounts as high as 50% off. The sweet deals offered at the retail giant's 1,956 stores nationwide and on its app and website come as part of an annual promotion. According to a Thursday press release , the Target Holiday Clearance Event begins on December 26 this year. It offers consumers discounts on beauty items, clothes, holiday decor, toys, and more. Sales start at 30% off and go over 50% on select merchandise. Rick Gomez, executive vice president and chief commercial officer at Target, emphasized that the Holiday Clearance Event was implemented to make sure the joy of the holidays continued. Read More on Target "What I love about clearance is seeing all of the different reasons people shop at Target as the holiday season winds down," Gomez noted in Thursday's release. "Whether you're celebrating later, using a new gift card, or getting a jump start on next year, we have deep discounts across our entire assortment to make it easy for everyone to find great deals and extend the joy of the holiday season." Target customers will see discounts of 50% or more on holiday family sleepwear, beauty gift sets, and holiday decor. Discounts of 50% or less will be available for select clothing and shoes, jewelry and accessories, toys, and sporting goods . Most read in Money Holiday candy also has prices slashed by 30% or more. Target also noted that "exact products and inventory vary by store and online," so shoppers should double-check the deals. It's likely a lot of shoppers are headed out to Target on December 26, 27, 28, and 29, as the retailer closed down its operations for Christmas Day. There were also limited hours on Christmas Eve, so many Americans may not have had the chance to get essentials or last-minute gifts at Target just yet. RETURN REWARD Target also extended its return window for electronics this holiday season. Shoppers headed to stores post-Christmas to return certain merchandise bought between November 7 and December 24 can do so through January 24. MAKE IT STOP Amid the busiest shopping season of the year, some shoppers are also blasting Target for its security measures, claiming they're only resulting in longer wait times . Someone recently claimed their trip took over 50 minutes after waiting to get items locked behind glass cabinets. The locked glass cabinets around some merchandise at Target have been seen for over a year at select locations due to rampant retail theft. Target even had to close down nine stores in 2023 due to theft rates. Locked cabinets are coming under fire from Target customers almost as equally as self-checkout, especially after the retail giant implemented a 10-item limit earlier this spring. And the election results indicate that not only the majority has been retained but with a much wider mandate, which indicates that the people in general are happy with the economic policies and there will be continuity in policy. And Maharashtra being the second largest state in the country, a mandate like this from here also reinforces the entire growth story of the country. So, I would think that it would be taken positively and it has come at a time when markets are not at all-time high. The market has seen an up move down 12-13% from the top and to that extent I think it indicates to me that we could have made the bottom for 2024 and from here on incrementally markets could do better. We can make these changes — and we must.” Jimmy Carter, at his 2002 Nobel Peace Prize lecture Former President Jimmy Carter, a man who redefined what a post-presidency could be, died Sunday. Dec. 29. He was 100. Carter, who lived longer than any other U.S. president, entered home hospice care in Plains, Georgia, in February 2023 after a series of short hospital stays. Carter had the longest post-presidency of anyone to hold the office, and one of the most active. After a one-term presidency, which ended with low approval ratings, Carter emerged as a champion of human rights and worked for several charitable causes. Carter founded the Carter Presidential Center at Emory University in Atlanta. The center, which began in 1982, is devoted to issues relating to democracy and human rights. The only Georgian ever elected to the White House, Carter left office after a single term that was highlighted by forging peace between Israel and Egypt, but was overshadowed by the Iran hostage crisis. In the decades after, his reputation grew through his and wife Rosalynn Carter’s work at the Carter Center in Atlanta and his philanthropic causes such as Habitat for Humanity. “People will be celebrating Jimmy Carter for hundreds of years. His reputation is only going to grow,” Rice University history professor Douglas Brinkley wrote in his book “The Unfinished Presidency of Jimmy Carter.” In 1986, The Carter Center began leading an international campaign to eradicate Guinea worm disease. The disease may soon become the second human disease in history, after smallpox, to be eradicated. Since 1984, Carter worked with Habitat for Humanity International, an organization that works worldwide to provide housing for underprivileged people. Related: Jimmy Carter turns 99 with family around him He gained an appointment to the U.S. Naval Academy, graduated and joined the Navy submarine branch where in seven years he worked his way into “Rickover’s boys,” the elite nascent unit of America’s nuclear submarine fleet championed by the iconic Admiral Hyman Rickover. Carter was on his way up until a death at home changed his destiny. His father Earl, a farmer, businessman and cornerstone personality in the Plains community, died from cancer. Carter left the Navy and its far-from-Plains postings such as Hawaii, and he, Rosalynn and their growing family returned to Georgia in 1953 to take over the family farming business. It was there he first ran for school board, then state senator. He was elected governor in 1970. Carter served one successful term before launching an improbable bid to become president, winning the Democratic nomination and then defeating Republican President Gerald Ford in November 1976. On his inauguration day, rather than driving past the crowds in an armored limousine, Jimmy and Rosalynn emerged from the car with daughter Amy at their side and walked down Pennsylvania Avenue, holding hands and waving. Carter’s successes included promoting human rights, adding to the national park and preserve system, reestablishing governmental credibility after the Watergate Crisis, and the Camp David Accords, which forged a peace agreement between Egypt and Israel. They were overshadowed by trouble at home and abroad. At home, Carter and his advisers, most of them Washington outsiders, met resistance from his own party. Then, in November 1979, Iranian militants stormed the U.S. Embassy in Tehran and took hostages. He tried negotiation, then launched a bold rescue mission that never reached its target because of helicopter failure. He could not resolve the situation until the last day of his administration. At home, a foundering economy exacerbated by oil embargoes from Mideast countries and the rise of the Republican Party under Ronald Reagan helped lead to his defeat in November 1980. Carter returned to tiny Plains and used the power of an ex-president’s bully pulpit as the springboard to his last, and, some say, his best act. Carter began volunteering for Habitat for Humanity, a fairly new Americus-based organization, building houses for the poor. Then, together with Rosalynn, he founded the Atlanta-based Carter Center, which focused on making peace and spreading health and democracy around the world. It will carry the couple’s humanitarian and democratic work forward. From his work as president and as the leader of the Carter Center, he won the Nobel Prize, the United National Human Rights Prize and many other notable awards from countries, organizations and world leaders. The Carters both were awarded the Presidential Medal of Freedom by President Bill Clinton. ”Jimmy and Rosalynn Carter,” Clinton said, “have done more good things for more people in more places than any other couple on the face of the Earth.” Rosalynn Carter, Jimmy Carter’s wife of 77 years, died in November 2023 . They are survived by their children Amy, Chip, Jack and Jeff; 11 grandchildren; and 14 great-grandchildren. NoneNO LABEL Certain sellers were “intentionally confusing” consumers with branded imported rice, the DA said. —INQUIRER FILE PHOTO The Department of Agriculture (DA) plans to remove brand labels from imported rice in another attempt to prevent the alleged price manipulation of the staple food. It will also eliminate “premium” and “special” labels on imported rice, believing that some industry players are using them “to justify inflated prices.” “Importing rice is not a right but a privilege,” Agriculture Secretary Francisco Tiu Laurel Jr. says. “If traders are unwilling to follow our regulations, we will withhold permits for rice importation,” he adds. READ: DA ratchets up efforts to sell subsidized rice Locally produced rice, however, will be exempted from this rule to protect Filipino farmers and traders. In market visits, the DA has observed that certain retailers and traders are “intentionally confusing” consumers with branded imported rice to jack up retail prices. The DA estimates that a markup of P6 to P8 per kilogram on the landed cost of importing this commodity (or the cost of shipping a product) is sufficient to sustain the operations of retailers, traders and importers. For instance, if rice was sourced from Vietnam, the country’s leading source of imported rice, the retail price should not exceed P48 per kg if the commodity were purchased at an all-in cost of P40 a kilo. The DA is considering to invoke a food security emergency so that the National Food Authority can release its buffer stocks to stabilize prices. Under Republic Act No. 12078, which amended the Rice Tariffication Law, the agriculture secretary is empowered to declare such an emergency in case of a supply shortage or extraordinary price fluctuations upon the recommendation of the National Price Coordinating Council. Likewise, the agency is considering to allow other government corporations, such as Food Terminal Inc., to import significant quantities of rice to directly compete with private importers. The DA’s legal division, meanwhile, is ordered to study whether provisions of the Consumer Price Act could be activated to deal with seeming acts of profiteering. Tiu Laurel hints at enlisting concerned government agencies, particularly the Bureau of Internal Revenue, to audit the financial records of rice traders to ensure compliance with fair pricing practices. He says the Department of Trade and Industry may also assist in monitoring prices of rice in markets and groceries. The DA launched this month the Rice-for-All program at select public markets in the metropolis and Metro Rail Transit Line 3 and Light Rail Manila Transit Line 1 stations to address rice price volatility. Launched in August, this initiative sells well-milled rice in these areas for P40 per kg to the general public. The DA is implementing these efforts as rice prices remain elevated despite the slowdown in global rice prices and the reduction of rice tariff to 15 percent from 35 percent effective last July. A kilo of imported regular milled rice ranged from P40 to P48 as of Dec. 20 compared with P38-P52 per kg a year ago, based on the DA’s price monitoring of Metro Manila markets.
